When a quality product wins: how a Finnish sock invaded the Danish army

The jackpot of the sock industry – the story of a tender competition whose victory opened doors for a small Finnish sock factory to the whole of Europe and the NATO procurement system.
Socks are often underrated accessories; they are “just” socks.

- One evening, quite normally, a message popped up on the phone. From Denmark. To us. And yes, it had to be read several times before it could be believed: “Sukkamestarit has won the Danish Army sock tender.”, factory manager Jani Tarkki recalls the significant moment.

This was not a “thank you for participating” kind of message, but a real, official, four-year contract. Worth 4–10 million euros.


- It did take a moment to catch one’s breath – and at the same time to realize that this was a major recognition of Finnish know-how, technical product development and commitment to production. This was not just about socks. It was about vision, quality and the courage to showcase our expertise – long before the actual tendering process, Tarkki sums up.

What won the competition for us?

More than a year of preparation. A thorough analysis of the Danish Defence Forces’ preliminary tender documents. Active commenting in the pre-phase – not with kid gloves, but precisely and critically. This signaled to the buyer that we know what we are doing. And it was noticed:

- Already at the tendering stage, the buyer side had hoped that “hopefully these will submit a bid.” We were told this when we met the buyer at the signing ceremony. It was great to hear that we had been able to communicate our expertise throughout the entire process, Jani Tarkki says.

Success in the tender has not been a coincidence or good luck. The first contact with Denmark’s procurement organization was made back in 2022, at the DALO Days event. We knew then that the contract period was still ongoing, but that a new tender would eventually come once the current contract period ended. When the tender was officially published, we were ready. We had the expertise, the product and an understanding of what the user needs in different conditions. Field tests, documentation and customization sealed the victory.

What are “NATO-compatible” merino wool socks like?


The tender emphasized quality 70% and price 30%. Our main product – a technical merino wool sock based on a four-layer structure – was tested in field conditions and received the best possible practical rating: 4.46 / 5. The overall result after all scoring categories: an impressive 4.28 / 5

Images: 4 product models were offered in the tender (five products in total), of which the three main products cover the largest volumes; Battle merino wool socks for everyday use in combat boots, Arctics thick merino wool sock for cold conditions, as well as the Contact liner sock to be used together with a thick sock. The tender samples shown above differ in color from the actual product.

In the Danish Defense Forces' socks, the following combine:

  • Technical expertise, where the properties of different materials are utilized in a four-layer structure - bringing the benefits of layering into one product. When feet stay dry, there is no chafing or blisters / overall foot well-being is maintained.
  • Structural solutions that support the conditions. The thickness of the socks is an essential part of making the product feel comfortable in worn footwear. Product development has taken this strongly into account with different product types. With the current four products, it is possible to operate from military dress occasions to Arctic conditions. 
  • Structural solutions that support the intended use. For example, tightness at the foot and ankle keeps the product in place, the terry sole softens the feel underfoot, reinforcements on the shin even out the pressure caused by the boot shaft, and the seamless design prevents blisters and chafing.
  • Bonus: Responsibility behind everything we do. 


The recipe for winning a tender?

In our experience, a successful bid is no accident, but:

  • 60% preparation and proactive influence
  • 30% high-quality product samples
  • 10% documentation

When product development is part of everyday life, it does not need to be started at the moment the tender begins.

- If the tender is published tomorrow and no preparation has been done, it is a lottery. Our work began months before the actual request for quotation, Tarkki sums up.

How did this change Sukkamestarit’s everyday life?


Orders are concentrated in the spring season – a time that is usually the most challenging from a production perspective. Now it is filled with certainty. The use of merino wool is almost doubling, and new hires were made in production, factory management and – yes, also in content production. 

- This was also an opportunity to build visibility: media attention surprised everyone, and the story spread internationally – even to the main news in Iceland, Tarkki recalls the day when the tender victory was announced to the public. 

A reference that opens doors


In the Defence Forces' tenders, quality is increasingly taking its place alongside price. This contract gives us the freedom to use the Denmark reference and products also in commercial marketing. The products are also opened up to the NATO procurement system, from which any NATO country can make a purchase.

Quality wins. The cheapest is not always the cheapest.


The Danes chose the second most expensive offer. Why? Because they saw long-term savings in quality: less wear and tear, fewer replacement purchases, fewer foot problems. This was not just a deal. This was an investment – and a win for both us and them.

Inspiration for others

This was a victory for the Finnish textile industry. We received sincere congratulations from our partners and even our competitors. Tenders can be tough processes, but if the preparation is in order and the product has genuine added value, then it is worth boldly taking a seat at the table.
